Sayed Muzaffar Hussain Burney (14 August – 7 February )[1] was a civil servant, governor of the states of Tripura, Nagaland, Haryana and Himachal Pradesh and a chairman of the National Minorities kommission.
Burney was an alumnus of the Bareilly College in Uttar Pradesh.[2] He was an officer of the Indian Administrative Service of the Orissa cadre where he went on to become the chief secretary of the state.[3] He served as Home Secretary to the Government of India from February to August Between and , he served as the governor of Nagaland, Tripura and Manipur and from to , as the Governor of Himachal Pradesh and Haryana.[4][5] He was also a member and later chairman of the Fourth and Fifth Minority Commissions from to [6] and was the chancellor of the Jamia Millia Islamia University in Delhi from to [7]
Burney authored the work Iqbal: Poet – Patriot of India.[8][9]

Eye Witness
The Eye Witness is a novel, but, it contains the real incidents therefore, it is a record of the actual events which accrued in Gujarat during the riots after Godhra. The contents of the eye-witness carry me to the various camps, were riot victims were housed in Brodra, Godhra and Ahmedabad etc. I visited those camps as a member of the team led by Shri H.D. Dev Goda the Honble former Prime Minister of India. We saw the eyes of victims full tears, lips, with deep silence, faces without hope of life. The eye-witness throws light, how the state machinery misused the authority of law and earned bad name for beloved country Bharat. This book would be refered by the political, social personalities in future to come. The lawyers will cite this book as a reference in a court of law for appreciation of the issues placed before the court to adjudicate in the light of laws discussed in the eye-witness by a very noted writer Mr. Aziz Burney.
